Building Climate-Capable Ministries for a Changing World

The Climate Bureau X Initiative is a flagship program of the Institute for Climate Governance at the Asian School of Governance. It helps government ministries strengthen their capacity for climate policy, governance, adaptive leadership, AI-enabled decision-making, and program delivery within their respective mandates.

Climate change is no longer the responsibility of environment ministries alone. Every ministry—from agriculture and health to finance, energy, transport, education, and industry—must integrate climate considerations into its policies, investments, regulations, and public services.

Institutionalizing climate action, however, is challenging. Ministries must embed climate priorities within existing bureaucratic structures while navigating complex interagency dependencies and coordinating diverse ecosystems of regulators, local governments, industry, academia, civil society, and development partners. Success depends not only on technical expertise, but also on adaptive leadership, cross-government collaboration, and the ability to govern complex systems.

Our Approach

Rather than creating parallel climate offices, Climate Bureau X strengthens ministries from within by embedding climate capability into existing structures and operations. The initiative combines executive education, organizational development, adaptive leadership, policy and delivery labs, and AI-powered analytics and decision-support tools to accelerate institutional learning and implementation.

Each participating ministry develops capacity across five interconnected areas:

1. Climate Policy and Governance – strengthening policies, institutional systems, accountability, budgeting, and interagency coordination.

2. Climate Leadership and Diplomacy – developing leaders who can mobilize stakeholders, manage uncertainty, and drive organizational change.

3. Climate Finance – translating national climate commitments into climate financing, sectoral strategies, and outcomes 

4. Climate Program Delivery – improving program design, implementation, monitoring, and adaptive management.

5. Climate Intelligence – applying AI, data analytics, and digital tools to support evidence-based policymaking, scenario planning, performance management, and continuous learning.

Expected Outcomes

Participating ministries will:

• Embed climate capability within their core functions.

• Strengthen coordination across government and sectoral ecosystems.

• Improve climate policy implementation and public service delivery.

• Leverage AI and data for faster, smarter, and more adaptive decision-making.

• Build enduring institutional capacity to deliver national climate commitments and sector-specific transitions.

The Climate BureauX Initiative helps governments move beyond isolated climate projects toward AI-enabled, climate-capable institutions that can lead coordinated, resilient, and adaptive responses to the challenges of a changing world.
